I debated on whether or not to color this...I know my black and white skills aren't superb, and I didn't use any of my HB pencils when I did this (I just wanted to see how I could get the shading done with just my 0.7 HB instead of my soft graphite pencils)......but I sort of like it in black and white.
I also debated on whether or not to keep their mouths and eyesockets black, or go with the dark grayscale...I went with grayscale.
I think that's mostly because I'd have no clue how to color in Gaster there in the background. And I'd have to actually make a background, which I just realized I didn't do anything with. Um...pretend they're sitting on a couch or something?
Also, I edited in some wingdings for Gaster talking after I scanned it in, because I don't know wingdings by heart. XD
I tried to make it look like he was talking in Aster font, but...erm...I think I failed at that.
Anyways, inspiration from this scene came from the first Rugrats movie. I know there's a lot of Lilo & Stitch stuff going around in Undertale, but I not only like drawing babybones (and find them easier), but figured it'd be fun to do a similar scene.
Granted, I don't usually copy/borrow scenes from cartoons/anime/etc when I do comics or general artwork (not knowingly, at least), but this was practically begging to be done.
Now, excuse my while I wash my hands, because they're covered in graphite.

I'm still of the opinion that Gaster created them with pieces of himself (hence the holes in his hands).
It was confirmed by Toby Fox that the skeletons are asexual, which makes sense. Yea, monsters are made of magic and we have no clue how monsters are actually BORN, but even with magic, something tells me that skeleton monsters sort of lack reproductive organs.
Welp, unless it's all magic-based, and monsters don't need mothers...but Asriel has a mom, so......

Oh, boy...where do I start?
W.D Gaster (WingDings Gaster) is a hidden character in the game. As of the January patch, it's possible to encounter him (though it's super-extremely rare) in Waterfall via a gray door which will appear. All he'll do is make a noise and vanish, though.
Via "fun values" in the game, it's also possible to learn a little about him via his "followers", three grayed-out monsters.
I got one of them on my first run, and it stated that Gaster was the first Royal Scientist until he fell into one of his creations and vanished.
Another will state that he's holding a piece of him, and the third will say that "it's not nice to talk about someone who can hear you".
The final piece is only accessible if one were to actually mess with the game's codes, and that's the missing entry number in the True Lab (entry #17), which is written in WingDings and states:

The darkness keeps growing

So, basically, he was the first Royal Scientist who built the Core and did some work in quantum physics...and also possibly someone with some relation to Sans and Papyrus, Sans particularly.
This post in the Steam community has screenshots and info about the three followers, the gray door, Entry 17, and even a bit on Sans.
As for Monster Kid and all the other kids in the game...who knows? We meet a couple kids in the game, but the only kid whose parents we actually see is Asriel.
Since monsters are made up mostly of magic rather than the physical things which make up humans (as stated in one of the Library books in Snowdin), who knows how they reproduce. It could be through sexual intercourse just the same as with humans, or it could be through some variant of magic and SOUL.
It's, uh, not exactly something I've put too much thought into. I was busier with the mystery of Sans for a while (most of them, I've theorized to a point where I'm pretty confident with said theories) and Gaster.
