As the description says; it's from Dance in The Vampire Bund (though I prefer calling it Loli Bund). I can't really recommend it to you fully, the show started pretty cool, though you might be bored by the seemed-to-be unrelated Talkshow scene. Around episode 4 and above, some parts of the story turned quite (if not really) boring when the show focused more on Political stuffs like Mina trying to make a negotiation with the president of Japan for blah blah..
From what I heard, the original manga is (obviously) better.

Need to agree with that.. she's uberly flat in the anime and the manga. Some of my college mates thought that I was drawing a shota when they saw me working on this one,lol... some even asked how the heck could a girl with big hips have flat chest. Lol, since I already saw some strips from the original manga where Mina gets some crotch check/examination by some old lady, I didn't really... err, not really.. The awesome OP (yes, i'm not just talking about the smooth animation lol) along with the Anti-UV lotion scene did put me into deep awe nevertheless.
