Whenever you connect the vertices to the bones, just attach the chest of the dress to the breast physics. That's step 2 of this tutorial.

OKAY LATE BUT I'M SO SORRY
Okay so, what I do is select the entire object on the view window. After that, I go into the main window and select ONLY the physics, bones, and joints that are attached to JUST THAT PART. (If you're moving hair, don't select the head bone or body, just the hair physics and bones). Next, go back into the viewer and go to the top left and click the 'Bn", "Bdy", and "J" buttons. From there, you can move the part wherever you'd like without messing with the physics of the model! Just make sure the model's body physics aren't touching any moving physics. If so, then they will clash and sorta vibrate rapidly.

Go to the Bones tab and right click where all the bones are listed. The first option (I believe) will create a bone!

Same way you add the other bones! Just position it where the base of the head is. Or you can find some pre-made bones on dA and use those. ;3

I have some hair that I put on three of my models, and regardless of which model I open up in MMD, the hair goes absolutely crazy. It's not the first time it's happened with any kind of hair, and between the hair, the chests on these models, and everything else, I'm about damn ready to just give up.
I really enjoy making models, but I can't to physics or rigging worth my life and it's becoming really frustrating. Can you please, please help me?

One of my friends sent me to a tutorial that helped surprisingly, and it seems to work now side from her chest somehow floating through her shirt when I turn on physics. The only way I've found to fix it is to take her breasts off the model completely.
Meanwhile I have legs reaching through skirts still.. I'm sorry, I just have such a hard time with this and I hadn't slept last night/this morning.

Ah that's okay. Make sure that the skirt and leg physics completely cover both objects and are set to repel each other!

Oh! I see the problem. You don't have a staric physic for the head bone! Just make a circle, attatch to the head, and attach the first joint to it. o3o

Just make physics for the head. But don't make it move and then make a joint attatching the head physic to the hair physic

my model's hair(only upto the shoulders) and coat are not swaying either, i only have the english version of pmd, so i'm having a hardtime trying to make it sway, no matter what i do, they just stay the same and be stiff, with the legs going through the coat while the hair is as still as a board, what should i do???

Did you change the physics from static to physical? That's usually the issue. And did you connect the physics to the bones?
