I can answer that question I used to do printing as a profession! Neon colours usually don't pick up, when photocopying an original piece of work people would write original in neon yellow and when it was copied the word written in the neon wouldn't appear. Another example is when you photocopy a birth certificate or anything important you'll find it'll be on a light coloured paper. When you photocopy it it doesn't pick up that colour and will either print out white or print with either red or blue words that say "copy" all over the document, this stops forgery

But to answer the scanner question, it's all about the light bulb! different light bulbs pick up different colours but I don't think you can truly capture neon :/ maybe photoshop it?
