Known as "the Territories" to most native Icarians, the Interstellar Territories of Imperial Icaria are star systems that form the core of the Icarian interstellar empire. An assemblage of colonized systems and annexed former star nations, their primary purpose was to provide a steady flow of resources to the homeworld alongside being a sizeable buffer between Monarch (Birjand) and her enemies. These territories are divided between "Viceroyalties" and "Colonies" with viceroyalties having larger Icarian populations and greater access to resources compared to colonies on the same planet.

Due to the territories' severe wealth inequality, the Icarian Empire has an extremely high Gini coefficient. With income and welfare inequality staggering based on regional and familial ties alongside bias towards native Icarians and Icarians in general. It's common for people of Icarian descent to be gain privileges and special treatment most remain unable to afford.

As a result, the affluent and wealthy citizens (often government officials and Viceroys [Icarian or of Icarian descent]) have immense power and wealth with the majority (including the average colonial) suffering in poverty, this was furthered by institutionalized discrimination against non-Icarians and the impoverished. As one can imagine, this has become a focal point of extremist propaganda.
