Oh, it's actually really easy! You can get the tea powder from a store (i think my family gets it from one of the Chinese stores we visit each week cuz we're Chinese and all) and then you mix it with a bit of hot water and milk. For the tapioca, you also have to buy them and afterwards you boil them in hot water for about 15-30 minutes. When the tapioca is nice and squishy you can take them out, drain the water out, and put them in the tea you made earlier.

Depending on where you live, it kind of varies. I got mine at a local festival celebrating Japanese culture. Some cafes sell it, otherwise apparently you can get the ingredients and make it yourself. ^_^
