I imagine he just does, really. With the helmet and the rank that it symbolises, none of the regular changelings have any say in his coming or going, and Chrysalis probably doesn't keep track of every changeling in the hive. To her, they're all just minions, so any one of them is no different from another in her eyes.
That's my headcanon, anyway.
