That is how the *translators* spell her name. On one of the recent chapter covers, it showed her in her ResurrecciΓ³n form with the word "Harribel" behind her. And, when written out, her name is Tia *Hariberu*, another reason for her name to be Harribel. Her name is also based off of the architect Harry Bell Measures, so it would make more sense for her name to be Harribel rather than Halibel.
