[BIO]'Due to Bill Cipher being an entity of Chaos.
logic dictates that there must be SOME force of Order keeping him in check.
And, that force is none other than Bill's own twin brother: Will Cipher.
Will Cipher is just as powerful as Bill is (even shares his 'comical' personality.)
But, UNLIKE Bill. Will is more mature, and restrained.
a being more of "Organized Chaos" that acknowledges the limits
to which the fabric of reality can be bent, and twisted.
For centuries, Will has been keeping his brother's destructive antics in check.
Often being the "buzzkill" when Bill's "parties" get too out of control.
When Will is NOT monitoring Bill, he too also engages in his own dreamscape activities.
Though, Will tends to target the Selfish, and Greedy.
"tormenting" them into being more decent people for his own amusement.'

My own interpretation of the "Will Cipher" fan character that exists on DA.
which in this version, I re-imagined as Bill's better natured twin brother
who is more or less a 'good' version of Bill Cipher himself.
I felt this sorta kept in the theme of Twins/Siblings
that was a big deal in the last season of Gravity Falls with the Pines Family.

So just as J.K. Simmons voices Ford Pines, brother of Stan Pine, who's voiced by Alex Hirsh, who would you imagine voices Will Cipher, brother of Bill Cipher, who's also voiced by Alex Hirsh?

So if Bill Cipher lives in the Nightmare Realm, where does Will Cipher live? Somewhere called "The Dream Realm" or something?

Well, actually. I have a fan theory that the dreamscape that Bill Cipher
originally showed Ford when they met (which was a facade, concealing Bill's TRUE dwelling)
was directly based on Will's living environment.
As the 'facade' resembled a philosophers study.
and, Bill is more of a Party Man, than a researcher.
However, Will's character matches such a thing.
and, it isn't unheard of for Bill to copy his brother to sell his scam
of being a trustworthy person, and Ford's "muse", inspiring his genius.
So, in a way..Bill ripped off his brother.

You know, it shows how Bill envies Will since Will was loved more by their parents.

Has Pacifica met Will Cipher before since Will Cipher's job is to show the greedy and the selfish the error of their ways and reforming them?

I loved how you chose blue for Bill's good twin brother. It's both one of my favorite colors and the opposite of Bill's yellow color in the color green, which fits both Bill and Will well. The color green means money and consists of yellow and blue, Bill and Will's respective colors, which shows that just as the colors are opposite in the color green, Bill and Will are both opposites of each other.
The name "Bill" meaning "dollar Bill" as in money which fits into Bill's greed for power and the name "Will" meaning "GoodWill" and "Willpower", which fits into Will's good nature into helping others.
So whether it was unintentional or creative thinking on your part, I believe that this concept is one of the most creative in the making of the character "Will Cipher".

Well, BLUE was always the primary color for the Will Cipher OC.
(probably because the color inverse of Yellow, is Blue.)
And, ironically enough. Will's name is also linked to a 'financial document',
as when someone writes a 'Will', they tend to leave behind their wealth, or possessions to loved ones before they die.
While on the subject, I found two songs from the same Disney Movie,
that perfectly shows Bill and Will Cipher's personalities, behavior, and interaction with people:

You know, one of the things that makes the connection between the "Cipher Twins" and the "Disney young dark magician/blind voodoo witch Magic pair" is that they're related (Facilier and Mama Odie were originally mother and son in a past concept of "PatF", Bill and Will are twin brothers).

Yeah, I can see why how Bill and Will Cipher can be compared to respectively Facilier and Mama Odie.
Bill most certainly shares Facilier's taste for theatrics and results of his deals which ends up giving Facilier more than the person at the other side of the deal. The only differences I can see right now between Bill and Facilier is while Facilier appears DEEPLY afraid of his "friends on the other side, Bill's instead the leader of his "friends on the other side" with NOTHING to fear from them. I wouldn't be surprised if his human form was similar to Facilier.
Will, on the other hand, would be MOST CERTAINLY Bill's opposite in both personality and approach to dealing with mortals if he has the same mindset as "Mama Odie". I bet Will does the "Naveen Approach" with Pacifica and makes her see her growing feelings for Eugene while also helping Eugene realize his equally-growing feelings for Pacifica.

Very close to an idea I just thought of. That of Bill Cipher having a twin brother based on Logic and Order.
Although my version is still evil.
Back in the 2nd Dimension, he was named Zero Cipher, and he wasn't a bad guy at first. He tried to stop Bill from destroying their home dimension. When he failed, Bill escaped into the Nightmare Realms, while Zero was cast into The Greylands. The Greylands is a realm where there is absolutely nothing but grey...no matter...no life...nothing. Floating there in the grey all alone for trillions of years robbed him of his sanity. He grew to see Bill's weirdness and individuality as being what caused the massacre of his world. And so, he renamed himself Nil. Nil Cipher, a demon of logic, order, and nothing. Were he to gain a physical form and freedom, he would cast such a heavy grey dullness on the world that nothing could live. The universe would turn grey and lifeless and eventually just fade away to...nothing.

Interesting take.
Course, my version can really be better compared to the duel characterizations
of Dr. Facilier and "Mama Odie" from Disney's The Princess and the Frog.
In that like Facilier, Bill Cipher plays on the desires of mortals,
and makes deals to give them what they "want", but twists things in his favor.
Will, however, is more like Odie. She will give you what you want with no strings attached,
but also knows what you NEED instead, and will try to persuade you to reconsider your choice.
For instance, if Ford Pines had made a deal with Will Cipher
to gain all the fame, and recognition that was denied to him.
Will would first suggest that "It can be lonely on top without someone to share it with."
(no doubt hinting at his brother, and that they both need each other.)

Actually, I think bill's equal and opposite is a being known as the axolotl, which is like an omnipotent salamander-like creature. (I think one can read about it in dipper and Mabel and the curse of the time pirate's treasure.) Bill even invokes the power of this being so that he may return, just, not sure how...

Well, call me crazy. But I like the idea of the 'Twin Brother' being Bill's polar counterpart.
As I stated, it goes with the theme set in place by Dipper & Mabel, and Stan and Ford Pines.
One is Chaotic and, one is Orderly.
(Plus, that whole Axolotl thing is probably just a reference
to an odd quirk that Alex Hirsch has, as he referenced the creature
everytime fans asked "spoilerly" questions about the show.)
Given the series has ended, with very little confirmed, and settled.
All of this is up to the fans to decide whether or not it's "canon", or not.
(Or, to be more precise: "Canon-In-Training.")

Well, maybe so, but this, and a passage from the book "dipper and Mabel and the curse of the time pirates treasure" does kinda prove that the axolotl is a thing in that world. (What I wonder is why bill invoked his name, and how, why, and when he'll return.)
