I think I know who this is! I coule be mistaken, but his name is Kevin Coppa, a very famous Tenth Doctor cosplayer!
In fact, that suit he's wearing is known as the 'Ultimate Tennant Suit' - here's a link that shows more pictures of him wearing it -

Being from Michigan myself, I can confirm that Chicago Tardis is indeed a fantastic con- and within decent driving distance! The only drawback is the fact it's always Thanksgiving weekend. But it is a really nice "lite" version of Gallifrey. The hotel it's in is WAY swankier than Gallifrey's as well

There is a Doctor Who con in Chicago called ChicagoTARDIS that you may be able to attend.
You'd be surprised where you can find conventions at.
