Really nice effect, trying to work out how you did it. Cannot be a hdr as people are not blurred or have they been masked.
My only problem with the image is the lens distortion, did you try perspective cropping.

Yes, it's hdr but with a not strong tone mapping.
The distortion is because the wideangle and this is the best result after the lens correction in Camera Raw. Anyway, I like some distortion because it gives a surreal look
