Some Navi pixels I drew and made into cursors.I saved them separately as cur and gif. Cur can be used via Control Panel -> Mouse -> Pointers and the gif and cur are for browser compatibility to be used in websites regardless or the user's installed cursor. The css code is: { cursor:url(file.gif),url(file.cur),auto; } and goes in the body or the div/element where you want the cursor to be different.

Here's a tutorial, the window is pretty similar. To find this window go to Control Panel -> Change how mouse pointer looks. You need to make sure you don't move the files. In Win 8 you can use the search box to find the CP from the app list and the mouse options in the CP folder. I recommend using the cursors if it's a desktop, since my touch screen Win 8 laptop tends to "forget" where the cursor image is and it would have to be installed over and over. A non-touch computer should be fine, though my PC is Win 7, I'm 99% certain it's a touch screen only bug.

Yes, but I don't think DA allows cur files so you'd have to download it separately. I might have a cursor section on my site but it's not uploaded yet.
