His laugh was hilarious. I also loved how he would do something evil and when it backfired he would panic and try and blame everyone else for it

Shredder. Especially the one in the 2003 series. He was very dark.

I always liked the weird friendship/rivalry Shredder and Krang had in the 1980s/90s cartoon.Β
I did like the 2003 Shredder because he was closer to the original comic book in tone.Β
I loved the really oddball ones like Ace Duck, Mutagen Man, Muckman and Leatherhead. Also Casey Jones.

Casey Jones wasn't necessarily a villain though unless I don't remember the old cartoon very well

In the original cartoon he started off as a villain that attacked the turtles when he mistook them for criminals and Martian invaders. In the original show Casey is shown as a dangerous psychotic who's willing to beat the hell out of anyone he thinks is breaking the law no matter how minor it is and the turtles can barely handle him in combat.
So in the episode the turtles eventually convince Casey they're good guys and not Martians and that most of the crime in the city is being caused by Shredder and his minions. Casey then focuses his attacks on them with the turtles trying to guide him or at least keep up with the violent path he starts cutting through the city to get to Shredder. Β
