I have a problem with this story. It has nothing to do with the fact that I prefer Gruvia to GraLu. (I'm an adult. I respect other people ships. I don't do ship wars, even to defend my own ships.) My problem is that the Lucy portrayed in this story is on the sideline of her own life within Fairy Tail.
There have been very few instances where Lucy has been shown standing on her own two feet. She's either being kidnapped by guilds or the governments, her spirits leave her in her time of need, her spells are either cut short or are nullified, she gets brutalized by Kain or Minerva, or she's left naked by a dragon's breath. It's like she's only there for fanservice and that's it. Which, to me, makes it harder to take Lucy seriously as a character and believe her development from chapter 1 till now.
Where is the girl who defeated a dark guild without her team because she thought her father was in danger? Where is the girl who was able to stop a Spirit from attacking her simply because of the purity of her heart?
Where is the girl who saved Loke by the power of her feelings. Where is the girl who told Natsu that she would rather be together with everyone rather than escaping by herself?
I feel like this girl is lost in Mashima's story and in fanfics and fanart. She is like the designated damsel-in-distress who is unable to stand as an equal with the rest of her team. It feels like she's always getting saved, she's always getting cast aside by the enemy. She's always being fought for. When can Lucy do the saving? When can she have her moment in the sun, saving Natsu, Gray and Erza from whatever? Stories like this make Lucy look useless when she's anything but...
I mean, in that story, Lucy didn't even help defeat the bad guy. It was Gray and Juvia who stopped him. Is it no wonder that she feels depressed at the end because she wasn't able to help in any way?
Anyways, that's just me ranting. The art is pretty good, even though it's not my bag. I don't know how to end this so I'll just go now.

I was really expecting more as well. Ever since we saw Lucy trolled by Flare and then tortured by Minerva, I thought she'd get her revenge and play a very big part at the end of the arc. She had to save the day in order to show everybody she's not a useless damsel-in-distress, like you said. The more her role seems to be important (the fact that she was the key to opening the gate, or in the filler arc when she was supposed to be sacrificed) the less she's "active" as a mage.
I really hope Mashima has something up his sleeve for her, she keeps being in the shadow because the rest gets stronger, and as she's a main character, this should mean she's going to have her big moment soon. And not as someone who wants to sacrifice her life, but as someone who kicks some ass. I mean, even Gray, who's one of the most underrated characters (at least until the Tenrou Island arc) got his revenge against Rufus, while she was ridiculed in front of everybody and still didn't get any credit for what she's actually able to do.
