I don't know, I just feel that Philippines being a girl wouldn't feel so right? Like just based on history? It's easier to imagine if Philippines was shown as a guy. 

Some people want the Philippines to be a girl it's because we call the country Motherland, but just look, Russia is actually called motherland but is represented as male in the manga/anime. So yeah. But the decision on Philippines' gender would have to all depend on what Himaruya decides on.
