I've walked around for half an hour and still no Random encounters.

How do you even GET to the dragon?

Easy. Just walk around and kill 20 furry slimes. After you have killed the slimes just go to the npc in the house and type A B A C O N and he will give you a strong bow and awesome equips and will teleport you to a forest outside the town then your adventure starts and you could just find out how to get the dragon from there. It's pretty easy.
