I actually wonder... why no1 has created a mod yet for example GTA V ?

Probably no one with modding experience who is also a Durarara fan. Shame. I too have zero modding experience, but if I did; Random Slasher attacks, makeshift shadow magic with Celty, Izaya and Shizuo randomly making violent appearances when you're not playing as them. Probably lower the spawn rate of police. It's like the police of Ikebukuro just gave up doing their damn jobs when it comes to THOSE two... but not Celty. lol
