Sanji and Usopp are pretty much good friends within the series. As in, Sanji actually likes Usopp a little better than he does with the other guys. They kinda link arms around each others shoulders a lot. Sanji also helped Usopp realize that he was important to the crew and stuff like that. They just have a very cool relationship and they're really adorable together ;u;

a close bond. since throughout the series it showed sanji who don't like men being very close to usopp :3 and in a way be there for each other.
like take for example when usopp keeps wanting sanji to save him throughout the series or when sanji didn't want usopp to leave the crew (says my fangirl side) there is alot of small parts that make this paring work out fine
