I'd say it's just most teenager's mentality to find dangerous things fun and cool. You can find people play these mostly on countrysides though, play these near the capitals would give you a good chase from the cops
Also I've learned recently that the modern society have improvised this activity by replacing the bamboos with PVC pipes which is sturdier, but it kinda lost its traditional sense haha
