It was in the script, yes, but they removed it before actually animating the movie because someone higher up thought it was too "mature". It would make COMPLETE sense that Misty would know CPR, since she's spent her whole life around water, but god forbid anything interesting happen in Pokémon.

That was silly of them to cut it. Not so much for the lolkiss as when you're doing CPR the one thing you're supposed to NOT do is breathe into a person's mouth, because they might vomit into yours as they regain consciousness. Beautiful, ain't it? Nope, chest compressions all the way.
