Hehe, perhaps not 15, it was a pretty wild guess on the lower limit , this image is composed of 3 exposures of I guess 30 60 90seconds maybe more, using a b+w110 nd filter..

The mist is actually waves, when you take long exposures ( 15 seconds or more ) on the beach the sea look like mist..
