I think this might be in the family Ulidiidae (picture winged flies) because of it's elongated face and it's wings (although my fruit flies [Tephritidae] also have pretty wings). I'm kind of stumped but someone on (bugguide.net) would probably know since it looks like something that would be recognizable.
