Its more of the eyes...THE INNOCENT LOOK. The hair is fine, but from what I remember, Mizuki has curlier hair, while Akaya's is strewn in every direction of his head.

...don't know why but I have this imagination that Mizuki has long eyelashes..lol which appearently, emphasized the girlyness in this pict lol
