CIVIL WAR (2006) the debate of Liberty vs Security and how to govern those who are capable of preventing tragedies while still respecting the civil liberties of everyone else.CIVIL WAR II (2016) The concept of preemptive justice- do you arrest someone BEFORE a crime, even if you are given a high certainty of such an event happening?
Consequences:
* Stark became S.H.I.E.L.D. Director after Cap's "death" & Cap became S.H.I.E.L.D. Director after Stark's "death".
Difference being:
* Stark was trying to hard to make all super-humans a responsible force for good. Was so blinded by his pursuit that he built an inter-dimensional prison for anyone against him or anyone who committed a crime with superpowers. Lost his position as Director to Norman Osborn and tried to make up for Cap's death with the Fifty States Initiative- an Avengers team in each state of the USA. <- it failed.
* Cap had his origin retconned by a sentient Cosmic Cube w/ the mind of a 4 year old girl being misguided by Red Skull to help conquer the world in the name of Skull's HYDRA. Cap instead wants to kill Skull & lead a "more pure" version of HYDRA alongside Baron Helmut Zemo. And is currently installing a SECRET EMPIRE.

Taking Stark out probably would be a requirement to take over the world. Cap's motivations remind me of Grant Ward's in Marvel's Agents Of SHIELD 😅

T_T dude... this is ACTUALLY a great story. It shows how dangerous the power of the Cosmic Cube was, and how much of a threat Red Skull is.
Cap Rogers as a reprogrammed HYDRA sleeper made his story a deeper contemplation of the placing of "super heroes" and that his ability to usurp SHIELD & covertly lead Avengers into another CIVIL WAR, shows how dangerous Steve Rogers is and how dangerous Red Skull is in relation to the other b/c of what Red Skull did.

But still i am now a hater of HYDRA Captain America and i hope someone would revive the Ultimate Cap. and replace the Mainstream Cap, beat him and become the new CAP, just like the DC Rebirth where the real Superman (Earth-0/Pre-52) replaces the suck-a$$ douchebag N52 Supes (who's dating Wonder Woman instead of Lois).
Or i hope someone would de-HYRAnize Cap before it's too late!

This is all about a much larger plot involving Red Skull versus the superhero community. Dude. Remember. He went thru a forced retcon by Kobik b/c she was manipulated by Red Skull. Only SHE can un-retcon him.

I'm not sure i don't know much about that Arc aside from what happened to the Heroes but only somethings were changed during Secret Wars i don't think that would be one of them
there was a 8 month time skip after Secret wars so something could of happened during that time
