It's not weak. I can't tell you how many times I've died to a Scout who's shot me from 10 feets to point-blank. And remember, Soldiers have 200 HP and Scouts have 125. The gun deals 50-80 up close. The scattergun isn't weak, it's weaker then a few of the guns in the game, but not the weakest.
