I ultimately think Palpatine has to win this. The 4th Doctor nearly killed Davros simply by holding down a button on his chair. The Emperor knows how to move his force spirit from one clone of his body to another. Not to mention "POWER! UNLIMITED POWER!"

Okay, both have vast armies. The stormtroopers are only superior in one respect. They are better at dying. Daleks though would easily betray davros. So let's assume their little armies are fighting. Then I think Palpatine would have the upper hand, unless davros built a reality bomb. And if he managed to escape to the whoverse then he would win.

Well, in a one-on-one, Palpatine would win, but if they both get their respective armies, Davros just presses a button and blows up the Star Wars galaxy, or erases Palpatine's home solar system from existence.

In almost every situation Palpatine would come out the clear winner. Β However, in the situation achieved during Journey's End the Reality Bomb could eliminate Palpatine. Β Of course Davros and the entire Dalek race would be erased along with the rest of all realities, but since their purpose is to exterminate and nothing would be left Davros really wouldn't have it any other way.

Actually, the Daleks would have survived the full usage of the Reality Bomb. That's what the Medusa Cascade was for.

Why would they fight, when has Davros ever actually fought anyone? He sends the Daleks to do his fighting for him, he never actually fights. He was the Kaled top scientist, never a warrior. They have time travel tech, why would he ever fight the Emperor, when they could Exterminate all of Naboo before he was even born?

One-on-one Davros would get destroyed. Β If they both had time for planning he would just make a giant Dalek army that would destroy Palpatine's whole empire (or just detonate the Reality Bomb and be done with it.)

Do you know what Davros is capable of, kiddo? Those "roving tin cans" he created built a bomb that destroyed a galaxy four times larger than the Milky Way. That alone shits all over anything Palpatine managed to pull off.
Davros himself later created the Reality Bomb, which was capable of destroying an entire multiverse (a multiverse, in case you're unaware, is an infinite number of universes).
What did Palpatine do? Oh yeah, he destroyed one planet. Fucking adorable.

Let's analyse this. They will of course launch their armies first before having a throwdown
Armies-Davros Curb-Stomps Emperor Loses. Stormtroopers would get skewered against the Daleks, and I doubt the Stormtroopers could find time to aim at the eyestalk(which would probably make them madder). However the Daleks almost always betray Davros, so its an army Davros can't control-though this doesn't affect the Daleks at all
Scheming-Davros Near Win, Emperor Wins. Both are supreme schemers and magnificent bastards in their own right. However the Emperor has had more opportunity and more grandiose goals, so he will likely best Davros there(unless Davros spends his time training, which the Emperor won't let happen)
Intelligence-Pretty much equal. Along with being great schemers, they both are genius inventors-Palpatine has Sith Alchemy, cloning prowress and many other handy tech. Davros can whip up a Dalek army from just about anything, even his own body
Emotional Stability-Depending on the circumstances, one is better than the other. Davros is crazy, but in a crazy-like-a-fox way and is completely used to it. The Emperor is usually sane and would be more emotionally stable than Davros, but when he gets indulgent with the Dark Side he tends to forget important things(which is how Vader killed him). So this is variable
Physical abilities-Davros Loses, Palpatine Curb-Stomps. Davros may be a genius and have a lightning hand, but Palpatine is a master of the Dark Side with a lightsabre and epic powers. Not to mention that Davros' travel machine is what's keeping him alive-Palpatine would short it out without difficulty
Summation-Daleks wipe out the Stormtroopers(it isn't even pest control), Emperor outschemes Davros, Davros may get Palpatine to let his guard down but the Emperor would kill Davros easily
