I remember him on the archie comics, but I don't know if he appeared on teh 80's cartoon, probably yes, consider some others like Muckman and Joe Eyeball, and Wingnut and Screwloose appeared too.

Too bad on the last seasons the TMNT only fought against some useless mobs instead of mutants or aliens... Bad bad bad...
