Boy do I love when stock images just come together so well! I still am teetering about the rain, I think it looks great, but then again the picture also looks great without it..figured I would post the with..All art created by me is copyright by copyright.gov and no permission is granted for taking and using said image in any way, shape or form. This gentleman has some really awesome tutorials, and you learn TONS - lighting, glowing effects, ect..I'd definitely recommend trying them all! [link] and if you would like to purchase some tutorials on things, like making backgrounds and such like she uses [link] has some wonderful ones forsale also.
those should definitely get you well on your way to perfectness and they can definitely teach you better then I can..*giggle*

Well I appreciate the kind words very much, thank you! Honestly, I'd say at first do some of *B-r-a-c-i-a-t-a tutorials, I think with them you'll get the same effects your looking for, you can apply most of what you learn in the tutorials on any works..that is definitely how I learned. I'd be more then willing to tell you how I do things if you still want to learn from me, but keep in mind I am an amateur also..I get lucky sometimes..LOL
If you are looking for something specific to know how to do it, just let me know.. especially if his tutorials don't cover them for you.

Hair is a crappy crappy thing! I stink at it, but basically I cut the hair around the head and try to paint it in and I am really really bad at it...I would say do a search in deviantart for hair tutorials, there are TONS! and try to find one you can follow..I wish I could help more in this one, but I am really really bad at it =/
