To change the format from 12 to 24 , Follow the next EASY steps:
1. right click on the clock skin and select Edit Skin.
2. the code will be opened, just go and find the line Format , and Replace %I with %H. Replace all %I in the file and you will get 24 Format. Remember :
%H: Hour in 24-hour format (00 - 23).
%I: Hour in 12-hour format (01 - 12).
That's it.

To resize these, you have to do some edits in the code. generally, you will need to change only the X, Y, W, H attributes.
however, these skins depends on images. So, the resolution may be affected by the resize :\ , it depends.
