From a rules perspective he's pretty weak, as you couldn't activate his first ability until you've drawn a card. The -3 is a cost to activate the ability so Urza would die as a state based action before you'd get to draw the card.

I think you can still activate it as Mizzium Mortars + Draw. Then again, Sea God's Revenge+ doesn't seem like that bad a card either.

The actual problem with this one is that itΒ΄s indeed pretty much balanced... but its FREANKIN URZA!!!! He IS UNBALANCED!!! Pretty much broken I would say :S thatΒ΄s why he never made it into an actual card... because it would be something like: +1 = you win the next 20 matches O.o

cool beans! was desperately trying to make him balanced, it did read, "Return X PERMANENTS to their owner's hands...etc", which of course is insane and very annoying! lol
