What program do you use to make these images in 3D?

I create depth maps and apply them to the image, all done in Photoshop. From what I've heard the same method can be done with Gimp also.

Well, I learned how by following Goldomega's great tutorial: [link]
This tutorial is for Photoshop, but I've heard it works for Gimp too, and probably a few other programs as well.
