fully 2D is the plan.
There are tradeoffs for 2D vs 3D.
2D backgrounds can often look much better than 3D ones (depending on the artists, some artists can make awesome backgrounds cheap/free (for free projects) that only the highest of budget 3D games can match up to)
3D is easier (or more straightforward) to animate (there are lots of tricks in animating 2D but usually you're going to end up needing to re-draw a lot of characters/objects to animate them, for example the traditinal way to change the expression of a 2D character is to re-draw the mouth, eyes and eyebrows, etc whereas in 3D you can just move them all in a similar way as real life as if there were muscles there)
2D is a lot faster (in various ways, both faster as in loads/plays faster on crappy computers, and faster in development since if you go with 3D you need to model in all the objects and backgrounds too and you need to be able to walk to them, the only thing that's really faster in 3D development is animations)
3D is more scalable (you can increase the resolution and the camera size will change, maybe texture sizes as well in some of the more advanced games to compensate for high resolution screen vs low-res textures, whereas in 2D games you generally have an image in a set resolution, and if the monitor of the player has a higher resolution than the game was made for, these pictures will be upscaled resulting in severe loss of quality, the other point is that depending on how well structured the game is, the 2D game can be a lot bigger than the 3D one simply because image files aren't small, higher resolution = bigger game file size (usually it is a good idea to compress them though to decrease size), the 3D model files are really rather small and their textures usually aren't going to be as big as the files in the 2D game (they don't need to be) so that's how it works in 2 ways, i.e. 3D is more scalable in file size, and monitor size than 2D)
There's just a lot of pros and cons, for both 2D and 3D, I may make something pokemon-ish with like 3D free-roam, and 2D combat/minigames. Depends on what game engine I find.
