It looks like a small set of miniture road and signs..as if part of a play train set.

I thought it looked like that too. My son works an an FX supervisor and I've seen many many miniature sets... it is so like one done for sort of a cheesy movie. LOL

Another trick for a nice blur is to breath on your lens when u r taking the shot!
I did that trick at 90s when i didnt have PS.
