Yes, personality, I'm not sure if they're supposed to be wearing face paint or if that is just the way they are. Big difference in height though, actor that plays as Darth Maul is kinda short while Kotaro is like eight feet tall. I just started playing Samurai Warriors 2, I thought he looked weird at first, more cyber-goth than ninja, but he's pretty badass really. Probably one of the only English voices I like in the game. I used Japanese voices in first game.

i suppose the lines are face paint but his skin is silver/bluish?

yes he is badass

his voices in both versions were good imo
