Absolutely adore how the red leaves make the horse very royal.
Also like how you used pastell colours in the background to keep the focus to the front, well done
However I personally think that you should have left the bushes and show the horses legs instead, I think it lacks some composition effects.

Cell shaded? it looks more as realism to me or at least a version of it...

Only thing I would put little more depth in is the red leaves,they look little too unshaded there,or add some more light on them. It dosent destroy the entire piece however
