He works with scientists and other smugglers to create new Pokemon by force these people always seem to change their own bodies with Poke parts as well, this one has a nice set of chompers and a prosthetic leg that he crafted from the Pokemon he has captured with violent traps unlike trainers who use Pokeballs.I think I have been playing too much Pokemon Snakewood when I created this guy oh well he may or may not be a part of Pokemon Rufus.

Ah it is a fan made Pokemon Hack of Ruby or Sapphire or Emerald, I don't know exactly what one but it is one of those. And it is like Pokemon surviving a zombie apolopice, it is actually kinda dark and scary, so I wouldn't recommend it if you want to keep the pure image of Pokemon in your mind.
