I don't think you'd have any issues pulling it off other than perhaps the long hair. You could always do a test run with a wig/quick get-up in the mirror to see how you feel about it.
Her Crisis Core cowboy outfit would be awesome, though her original outfit would be just as good too.

This is absolutely fantastic- and quite possibly the best Yuffie cosplay I have EVER seen, your pose is gorgeous and spot on, and I think your face suits the mood of the photo- it's like you've just run into a gang of Turks
