Well, it could be an exotic form of seaweed, or it could be reeds or some other aquatic plant with suitable properties. If we're suspending our disbelief to accept the premise of a mermaid, we might as well extend that disbelief to one being a basket-weaver. I also like how you drew her with her tail coiled under her, like a snake would do. Very nice!
