Marina was a mermaid companion of Ivria's who could magically gain working human legs on land (don't ask me how; this was years ago and I can't remember the original premise of the story). I remember taking this pose from a picture of Kaioh Michiru from Bishoujo Senshi Sailormoon, where she was swimming in the water and wearing a cute bathingsuit.
