Aha, olawd. Uh. Let see how I can explain this in at least a semi-coherent way.

I 'painted' Starscream in openCanvas, but used Photoshop for the rain and other lighting effects. Basically this stock was tilted to about a 35-degree angle and stretched to cover all the corners of the drawing, then set Soft Light (in the layer blending mode-thing).

Then, I just splattered lots of little light blue-ish dots all over the place, and used motion blur on them, with an angle of about 35-degrees again (so that it'd line up with the stock image). I made about five of these layers with the motion-blurred dots, each one using different sized dots, different amounts of blurring, and different layer blending modes (Normal, Color Dodge, Linear Dodge, etc), so that it'd look different layers of rain.

...And I have the feeling I'm making it sound way more complicated than it is. D: Basically, it was just a kind of trail-and-error, see-what-looks-best-as-you-go kinda thing using the dots and motion blur.
