The water dragons, like, for example chinese dragons can fly by controlling the air. Dragons in any lore don't use their wings to fly, they always have and always will fly via magic. afterall, nothing the size of a full grown dragon can fly no matter how big their wings are, physic simply wont allow it. So water dragons simply don't have a wings, because their bodies are adapted to the environment for better, faster, simply swimming.

I wold counter the statement maybe dragons have light hallow bones like birds but sea star cannot fly she's too closely tied with her element

Forgotten World
Flashback (T5 Tigerbird) Kaiari had just found out that her adoptive mother was pregnant with her firstborn daughter Avia. She had been asked to aid the Talons in Aquillas place and she jumped at the chance. She was on a mission it had been carried out successfully but a friend had been a casualty She and the talons had Flair stabilized but he had disappeared mysteriously right before her eyes. All this had to be cleared from her head. To accomplish this Kaiari found her thinking spot Suprises were not to end there a teammate of hers appeared at the lake and walked right in when she didn't resurface Kaiari jumped in after her She was caught in a closing gateway and knocked out somehow she ended up on a lake shore still unconscious.
Kaiari lay on the beach she was dreaming She was walking into the Surplus Store Flair asked her "what can I do for you" She had replied "I want that armored kart out front. Flair had laughed

Kaiari Awoke early not suprised to find Her new friends still asleep. She thought to herself. Hmm theyre gonna have a hard time keepin up with me theyll have to learn to get up earlier. Kaiari called Nightfire and gave him an apple "remember any good fishing spots you used to take other wherecats preferably nearby. nightfire replied "I know one its not too far but please get something to go between me and the fish" Kaiari had brought a couple baskets and a fish spear she found in her quarters and tied it to the saddle and with spear in hand lifted herself on the saddle Lets go I want breakfast cooked before they wake up" Nightfire lifted off as they were flying he warned her Watch out for the jewl fish and the river rope
I imagine what a river rope is but what is a jewl fish?" They are very hard and have a verry painful bite when agggrivated the river rope has two fangs dripping with toxic liquid Kairi thanked nightfire for the while her story is summerized here so far I will go into detail
Sea Star started out as just a fun loving sea elf She enters the story when the wheretiger named Kaiari shown on these stories got caught in the gateway between Earth and the forgotten hallows(which was unfortunately under water) Sea star after learning that she had saved a wherecat and brought her into the forgotten hallows she began to fear for her life (Wherecats had been banished from the forgotten hallows and the punishment of bringing a banished being into the forgotten Hallows is death by petrification) Kaiari thankful to Sea Star made a life vow that she would see to it that nothing bad would come to Sea Star because of her. As it turned out Kaiari had earned the elven princess Iris's trust to the point that Iris had chosen to make Kaiari her heir in order to cancel out Kaiaris banishment and Kaiari and Sea star became inseparable friends. One day Kaiari came to her She had lost a very powerful item known as falanas locket. Kaiari had dropped it in a river around Sea Stars home and requested that Sea Star let her know if she found it. a week later She found it and had sent for kaiari when an elf that she had been figting off because of his unwanted advances toward her caught her with it and he went to convince the queen that Sea Star had stolen it (The punishment for stealing such a powerful item is again petrification) Kaiari had arrived to her first as Sea Star handed her the locket Kaiari told her to flee but before Sea Star Could react Queen willow arrived Though Kaiari had convinced Willow that Sea Star had not stolen the locket The queen had already declared that Sea Stars Sentence would be carried out and the fact that every thing the queen says is a life vow Willow had no coice but to go through with it. Kaiari being very clever asked Willow exactly how the vow was worded. When The queen relented that she had only said she would see to it that Sea Star would be Punished Kairi begged Willow to allow her to carry out the "punnishment" and also punish the one who was "truly guilty" Sea Star had expected Kaiari to either petrify or banish her but Kaiaris "punnishmet was not to hurt her or humiliate instead Kaiari gave her the power to be responsible for guarding the gateway between earth and the forgotten hallows and to do so she could now become a water dragon at will. The only thig is that to make it a punishment Kaiari had to make it so Sea Star would be required to serve this role and the royal family for 5 years (Sea Star Chose to keep the position permanantly) Kaiari also ensured that the "guilty one" could never harm her again being unable to actually banish him Kaiari made it so that the young elf would be intangible as long as he remained in the forgotten hallows if he left all memory of the forgotten hallows would be lost to him and the only way he could leave was through Sea Star and he would have to apologize to Sea Star and put himself at her mercy .

I think the story is pretty awesome and I like that thing that it's not a mermaid or so bu water elf
The story is unique and original in your very own way. I never hear something like that before. I like it very much and I think you did an awesome job on it!
