Why not? It's not the most common but he wears girly dresses quite often in his female form!
Ranma loves to complain all the time about his female form, but that's about it ^^u... he wants to get rid of the course, no question about that, but he also realizes his female form has some advantages in certain situations.

Actually rather rarely, he mostly just keep his normal clothes, but with rolled up sleeves.
He even keeps wearing his boxers...
The few times he wears a dress in his female form, is for some devious/dubious (mostly the latter rather then the former) plan to get something.
And he wears them reluctantly...

In most of his transformations he is walking normally and a bucket of cool water (or hot) drops out of nowhere ^-^u... so obviously, no chance to change clothes. I'm not saying he loves wearing dresses or anything like that, but when he changes voluntarily into a girl, anything goes; maybe he would rather not, but he has no problem wearing anything or disguising (as you stated, the limit is he still use the same underwear)... if it's to trick Ryoga, to sell some Okonomiyakis or to get a bigger icecream, it's not exactly important.

Even just around the Tendo house and dojo, he still wears his own boy clothes or even just boy underwear!
He never voluntarily changes into a girl, it's always against his will.
At most he just tolerates it at the time, as he can't be arsed to get some hot water.
But that doesn't mean he will be changing into a dress or any other girly clothing, not at all!
Selling food was when he was forced to wear those girly clothes and with Ryoga he tried to get information from him.

It's supposed to be myself in a pengüin costume (it's a long story related with Splatoon) ... fishing a NeoPanchomon (another long story related with Miiverse) ; They are kind of my (totally non intrusive ) signature , you can see them in most of my drawings.
