Me personally sees The Captain as an obvious stronger more advanced werewolf, and the fact he can transform to a wolf whenever he pleases could be part of the universes lore or experimentation by the doctor...or both.
For Lucillia, being a brand new underling so to speak, can still follow the common werewolf lore like vampires do. Like being sensitive to silver, Unable to control the state, and can only transform in the moonlight. I'd say as long as she's indoors shielded from the night, she'd bee fine. ^^
