It's just a study from VW, so the final version (if they are winning the call for bids in one of the german states) will look different I think. Especially the design of the blue parts. 
VW presented a similar design to that for the Golf E, but it wasn't used by the police in Schleswig-Holstein.

Yes, it's a standard one and it's from another state.
This is from Schleswig-Holstein and the car that I used to copy the drawing is from Berlin.
No, the red/white markings aren't typical for highway patrol cars from Germany, but from Berlin.
Other states use yellow markings (or even no further markings beside the reflecting gaps, that every police car got). Β
