Well. First off, HOT XD
Now to the critique. The face is is very well done, I love her eyes. Very intense.
I think her hair too sharp, or too many, thin stray hairs. I can't really put a finger on it.. But a broblem, little one though, is that it takes impact away of her eyes. When we see hair, we don't look at it like it's million individual hairs, more like...a mass of hair. Take a look at these: [link]

And as it seems she is somewhere up high, shouldn't there be some wind?
Her skin might be a bit too shiny, but then again. She's an angel, so it doesn't really matter.
I understand that in reference the hand was cropped, but generally it's not good thing to cut limbs at joints. As her wrist is getting close to picture frame, it would be better to crop picture a bit so it would cut her arm more in middle of the lower arm. Or then twist her arm a bit to make it show totally. You could maybe use her hand to make some kind of gesture to strengthen the "Wanna fly?"-theme.
Dunno if you intented it or not, but the wings make a nice frame to lead the eye.
I can't really think of more. Hope this helped.
Oh, one question though. How do you choose the colours to the skin. Do you colour pick, have some kind of a curve on palette you take colors from or how? Just curious, because I have a bit problems in it myself and you have very natural look on your skin tones.

Thanks alot for your comment! Yea you are right about the hair, I think I should probably decrease a bit more the flow on the hair brush tool I use. And thanks for the reference, I've seen the works of that artist before and he's amazing! Yea and I also think I should have tried to improvise more with the arm a but. And thanks on the wings hehe, I think it was actually not intended it just came out.
Oh and with the skin tones, I just color pick and I base myself off from the picture. For this one I based myself alot on orange skin tones and bright brown skin tones to give her that tan she has. I usually choose the color for my basic skin color layer as the color that is sort of in between the dark and the lights. Oh and I also try to pick my colors very next to each other, for example, if I'm using a brownish-orange skin tone I just pick a color that us a bit brighter or darker than it, then if I want to make it lighter or darker I just move it a bit more down or up. But when I do very dark shadows I usually don't use black, instead a very very dark brown (depending on what the skin color is), cuz generally if you use black the picture will look a bit "dirty". And for the highlights, same thing tho if I want to make it just very very white in a specific area (like on the shoulder on this one) I just use plain white with I think around 15 opacity and 10 flow.
Finally, if I see that in my picture the skin tone isnt light enough or dark enough or it doesn't merge in with the background, I just merge the skin into one layer (a bit risky tho) and then I modify it a tiny bit with the hue/saturation tool. I used this technique on this one but in the hair.

Thanks! And yep, done in Adobe Photoshop CS4, it was very tedious and I used a crap load of values and tones to get the different shades and it turned out very smooth!
