Who is he and what anime?

his name is kenshin. he's a swordsman who fought in japan's equal to the civil war, and afterwards dissappeared for a decade before showing up in tokyo carrying a reverse-edged katana (a sakabato) and a vow to NEVER kill again. the anime is rurouni kenshin (wandering sworsman kenshin) and aside from the fact that the series start's with kenshin getting to tokyo in 1871 that's everything you need to know going in. also if at all possible i highly recomend the manga above other mediums.

Should I read the manga or watch the anime first?

I would recommend reading the manga first. But there are only small differences between the two mediums. One thing you need to know is, that the normal anime does not include Kenshins past, it was put in an separated darker anime called Samurai X. Either insert it at the appropriated time or you can even watch it before the normal anime.
Oh I also want to say that both Kenshins look amazing.

What about the live-actions that came out recently?

It changes the story somewhat but I think it is one of the best live action adaption out there.
I would recommend watching them last because the story (obviously) let's out some details and you should experience the story in its full details.

That series is a classic! One of my first long anime experiences. It helped me get through stressful university. The duality of Kenshin's character made the series so interesting! <3
