The character, Brock Thunderstrike, from "Flynnposter", appears as very identical to Eugene Fitzherbert, plus a moustache. Even though production-wise it is likely a more cost-effective way to go other than invest in a new character design, it was proven to be effective for this episode.

Eugene Fitzherbert has come a long ways from his days as a Thief, and is now being appointed as the new Captain of the Guard.

His interactions with the imposter gave multiple feelings: a form of "if I met my younger self, what would I say?", as well as closure and letting go.

Brock is like the physical manifestation of Eugene's Legacy and Identity as Flynn Rider, which he(Eugene) has grown up with and became attached to for so long, and now, it is time to move on. Though it was made clear that Eugene does not like this guy personally, the overall events gave a visual symbolism of Eugene saying goodbye to this identity.
