While she always appears as a news anchor all the way through the end of the series, that's all she ever did barring being the tournament annoucer in the first season.
She's the only BN5 team member to not get a major role in Stream and she and Higsby are the only ones from BN5 that weren't part of the group marked by Duo and didn't get to crossfuse. But Higsby at least was a major supporting character throughout all the seasons. In fact Ribbita never interacted with Lan once.
Toadman was even worse. He got one scene period in all 5 seasons.

Yeah the fusions with the weird shaped Navi's were the best, as opposed to the ones that look like their operator for the most part anyway and there was little change.
I can't even blame the movie for Ribbita being cut out like I do for most of Stream's problems.
I think what happened was Ribbita and Toadman in BN5 was a relatively last minute decision and it was supposed to be someone else in her place and since the anime gets heads up before the games came out they weren't aware of this change until it was too late to do much with her.
Then again she was featured in the first ending with everyone else, so maybe not.

Nah they definitely knew about her and her VA was available. She did after all still appear as the shows news reporter sporadically for all 4 seasons (even Axess and Beast, which were based on games she wasn't in). She was even in the movie, when major characters like Yai and most of the other BN5 guys weren't.
I believe a shows OP and ED are one of the last things to be made, so they probably knew by then she'd be in BN5, as the ED is more an ad for BN 5 than for the show as it shows all the Team Proto/Colonel navis even when some of them wouldn't show up in show for a long long time (like Shadowman and he and Dusk wouldn't show until episode 36) or at all (like Toadman). In fact it shows Princess Pride in her BN5 outfit months before Team Colonel came out and when she wouldn't wear it in show until it near half over so they were definitely getting info from Capcom.
Then again, Ribbita's in the ED but not the OP, where as Fyrefox (which amusingly enough, nobody had a clue who this guy was when he popped up in the OP) and Dusk are in the OP but not the ED (but their navis are) so maybe they knew they'd have to cut someone but weren't sure which it would be when Stream first started.

Well there was also .hack gu where they released one game, ran an anime series and ended it right when the sequel had come out so the big plot twist (which was revealed in both the anime and game 2) would be revealed at the same time for people following both.
They tried that in the US. It didn't work so well.....

well, .hack is by nature a multimedia franchise, it was planned from the very start. the rockman anime was just made to promote the games.
