when you open in an art program, there should be folders of layers. when you open them, there are the extras! If you can't see the folders, it might be an issue with your art program of choice...

all i have is ipad, no computer.
There's one more program that can open PSD file, MediBang paint.
I can download psd to dropbox then open on MediBang.
im ipad person 
can open psd file if they're less than 10MB
