I have a drawing tablet so that makes things easier
first off, I use the pencil tool and chose any pale color like green or blue and make the guidelines and sketch out the drawing.
Then, I use the curved line tool (in black) to outline the people, the eyes and such. When everything is outlines, I used the bucket with whatever color i used for the guidelines and fill the page with the color and then fill the page with white until all the guidelines are gone. Then I color and shade the people.
